Unable to create Manual Tax lines in R12 payables after setting up Ebtax

Hi,
I am unable to create a manual tax lines for payables invoice even after enabling the check box "Allow entry of Manual Tax" and setting up profile option for the same. Any ideas would be highly appreciated.
