How to enable Web Services on a Siebel Mobile/Developer Client?

Hi,

How can I enable Web Services on a Siebel Mobile/Developer Client? I already followed the guide on bookshelf (adding properties on the CFG file) but still when I try to check if there a port opened using netstat in command prompt, the port is not on the list. Can anyone help me?
