Procedure of Application of automatic hold to all user except one with alert to book an order

Can anyone tell me the procedure of applying hold so that only one user can book order if any other user books order he gets a note of hold and the user with authority gets alerts with a user name and order no. so that he check the order specification and than release hold if he want to.
