WIP jobs not being collected in new environment

In a decentralized environment, what could cause WIP jobs not to be collected? We have done the following:

·         Had the DBA’s drop and re-create the snapshots

·         Recreated the snapshots lookups.

·         Seen data in below tables except for msc_supplies and msc_st_supplies
