Warehouse Management Overview [ID 654390.1] - Unit of measure structure error

Tried the whitepaper Warehouse Management Overview [ID 654390.1]  and when I do the receiving I get unit of measure struture error although I do have the UOM conversion set up by branch and unit of measure structure is there for pallet and cases. help appreciated
