Lot Cost Process Unable to Cost Lots

Hi,

I am trying to run Lot Cost Process in R12.0.6 for the Legal Entity in Draft mode. There is error messsage in Log:

ERROR: Cannot calculate cost of lot xxxxx because material transaction xxxxx cannot be costed

But when I run the Lot Cost Process for Item and Lot its able to calculate cost.

Not sure what could be the reason. Does any one know of this problem please let me know.
