US PAY: Vertex SIT_RS element getting costed based on the state given in the address in assignment

HI .

Iam new to the ORacle US payroll  . For the element SIT_RS I have given costing info at element link level.

But when i run the costing after the run , automatically the subaccount segment is getting changed based on the

state for the primary address of the employee . If the employee doesnot have any state its just showing 00 .

Can some one please tell me how this is setup and how its getting controlled in ORacle US payroll..
