Patch 3931732 11.5.10 - De we have to apply it as pre-req to 11i.FIN.PF.G? 3-5774060781

Could you please tell me if we have to apply 8EGO patch 3931732 EGO ADSPLICE ARU CHECKIN patch to our environment?
We are in the process of installing 11i.FIN.PF.G, 3653484 patch and patch 3931732 is a prerequisit to this patch.
I have verified applied patches and which is not installed in our envionment. this patch is released in 2004,
so I am wondering if we have to install this at this time?
Our EBS environment is 11.5.10.2 and I have uploaded applied patches document and also current and running patchset report for your reference.
