master item is not open in new responsiblity

Hi,
I create a new maneu and include ITEM MASTER and attach that menue to new responsibility and assign to user.But when the user is trying to open master item,it appears the following errro
"NO ORGANIZATION ARE CURRENTLY DEFINED"
