Setting limits on calculation table

We are having an issue with calculating a benefit that uses several DBAs, some with calculation tables attached.  In particular, we are calculating an amount to use based on a monthly salary limit. (If montly salary is over the limit amount, use only the limit amount set). This appears to work correctly until we process the second payroll for that month.  If the limit in the calculation table had been reached, nothing calculates or if the limit has not been reached, only the remainder will calculate.  We tried moving the limit out of the calculation table and assigned on the
