DBCONSOLE not Starting

Upgrade from 10.2.0.2 to 10.2.0.5 and dbconsole will not load. Tried to recreate but get the enviroment error. No accounts are locked. Check that the ORACLE_HOME and SID are in the environment and set correctly. TNSPing OK.
