Do we need to reapply 12.1.3 equivalent patches for all existing 12.0.4 patches in the last few year

Our EBTax is not calculating taxes for US, and we are suspicious if we need to apply all the 12.1.3 patches for all those we applied for 12.0.4 in the last few years? Or could there be any other possible reasons? Any guidance is appreciated.
We had EBTAX working fine for both CAD and US before upgrade. However US taxes is not calucated after upgrade.
