FND LOAD does not load segment qualifiers through LDT

Hello,

We are downloading account LDT file from one instance to another and then uploading to another instance after editing the file with the new value set name.

The problem we are facing is that the segment qualifiers are not getting uploaded.  If anyone has faced this problem earlier please provide any insights.
