Should apply interop patch in our upgrade scenario?

We have upgrade database from 11.2.0.2 to 11.2.0.3(first). And upgraded oracle applications from 11.5.10.2 to R12.1.3. In this scenarios do we have to apply interoperatability using note - Interoperability Notes EBS R12 with Database 11gR2 [ID 1058763.1]. After upgrade to R12.1.3 is complete.
