Is it possible to use JDE Quality Module using zero quantity Lots

We would like to use the JDE Quality Module to track Roll Test results and print them on a COA at WO completion time.   The site currently is using Lot numbers to track Bundles that make up multiple Rolls, so they do not currently track the test data per the Lot that is being sent to the customer. 

Is it possible to Use the QM Lot functionality using Zero Qty Lots to print out a COA for the WO?   We want to use zero quantity Lots because the site does not want to have to move inventory from Lot to Lot when shipping.
