Complex Purchase Order - Retainage Release

 Hi all, 
I'm having trouble trying to find a solution to Retainage Release related to a Complex PO. 

Is there any functionality available to partially pay or not pay at all the retained amount supposing the contractors failed on fulfilling his contractual obligations and buyer wants to penalize the contractor?

I tough of releasing the retainage, entering a Credit Memo and for the penalized amount.

Any other thoughts?
