Using BIBatchConversion

I have BI Publisher desktop. I converted my rdf to xml file using rwconverted of my developer 10g suite.

But I cannot find  BIBatchconversion utility. Must I have BI publisher enterprise edition for me to use this utility or am i looking for it in the wrong place.

I cannot find it in any of my developer installation any help is greatly appreciated
