Is 7303030 included in 12.1.3?

 Is Family Patch (7303030) is available in 12.1.3 instance?  We are moving to 12.1.3 and if it is we will skip it.. if not we will apply it.  Please let us know.

Customer needs answer asap as they need to plan 12.1.3 steps.
