Not able to inactive/end date a Locator

Hi,

When I am trying to put a inactive date to a locator I am getting following error -

APP-INV-05530: Disabling this locator can invalidate other transactions which reference it

I checked Metalink for the same & found ID 1061795.1 - Cannot End Date / Disable Locator, which refers to empty on hand stock & remove reference between item & locator.

I have emptied the on hand quantity of the locator & also checked there are no organization items which reference this locator.

So I am confused why I cannot inactive the Locator?

Is there any other parameters or options which needs to be checked.
