Fund Request Lump Sum Offer - Utilized, Earned & Paid amounts are not updated

Hi, I have a requirement to be able to create an offer without actually defining the discount rules. I have created the Fund Request Lumpsum offer as this is the only offer which can be created without defining the discount rules. While creating this offer, we have aattached a budget so that the amount is deducted or reserved from the budget selected for this offer.

The issue is, once the offer becomes active, the Utilized & Earned amounts are not getting updated. Only the committed amount is updated with the value given on the offer. I have also tried running the Fund Accrual Engine and Utilize Lumpsum Offer programs. But still the Utlized has not gone up. Due to this, while placing the claims against this offer, the associated earnings are not seen and so the paid amounts are also not updated after the claim is settled.
