Looking for assistance on 2 Column Publisher template with grouping by State

I've been working on a template for quite some time now.  I'm trying to create a 2 column template that does grouping by state.  I can create the 2 column report, but it has very inconstent breaking among the State group.  I've tried multiple methods for creating the 2 columns in the template, but with the Word template its very difficult to see the aactual code and whats its doing.  I'm attaching a sample PDF

Also...I did put the address line in a table cell and made sure the row did not break across pages, but sometimes this does not always apply.
