Patch 6678700: 12.1.1 Upgrade : fails on xleupg01.sql

While applying upgrade driver u6678700.drv the worked has failed with below error.

FAILED: file xleupg01.sql on worker  2

Then we have applied patch 9462877. but still getting the same error.
as per bug Bug 12365023, we want to apply patch 7629745 but it is available for R12.XLE.A,. our current version is "R12.XLE.B",
