Patch 10281212: HR-Pf.B.DELTA.4 - hrssa.wft file failed

While applying patch # 10281212 (HRMS RUP4) hrssa.wft file failed on worker 1, we tried to manually execute but still it is failing with the same error.

Neither the worker log nor the text of the error has been supplied.
