PS 9.1 Expense report license

Hi there,

       How does PS 9.1 Expense module license work? We are licensed for 15,000 expense report per year, is 15,000 counting all submition icluding pending or not submitted, or does it only count in paid status?  Also, if we want to add license who do we call?
