Slowness during Database Duplicate from active database

While I am doing Duplicate from the active database to create the standby which is accross the data centree the datafile copy is very slow than the restoration from backup server

What exactly the duplicate active database do? what could be the cause for the slowness? is that scp or rscp or ftp accross the linux server

If I am able to know that I can figure out my network or bandwidth issue and get it resolved
