why administration>Runtime Events ?

Hi Oracle_Support,

I would like to ask one thing. Actually, I am calling a RACSegmentChange_Workflow through BC level event (SetFieldValue)script using workflow process mgr Busieness Service.and i using same event in adiministration-Runtime event and calling RACCountryChange_WorkflowPrcess.here that conclusion is that RACCountryChange_WorkflowPrcess is executing at the time of event triggered.

Please let me know why this was happening. Is there any reason for this? Is there any separate logic beyond on administration>Runtime Events.
