Can someone create requisition on behalf of another user?

I'm quite new to the Procucment module. 

Can someone create requistion on behalf of another person when she/he is out on vacation? The requisition need to go through the approval chain of the person who is on vacation. The person also need to be able to view and recieve for the PO that was created from the requistion.
