Is there any API to create person of person type 'External'?

Hi,
Is there any API to create person of person type 'External'?

I took a PYUPIP trace while creating a record and could see that the packages PER_PEOPLE11_PKG.INSERT_ROW1 was being called. Did not find any API call in that.
