Questions regarding COST implementation to Restrict Instance Registration in Oracle RAC

Hello Experts,
Document: Using Class of Secure Transport (COST) to Restrict Instance Registration in Oracle RAC [ID 1340831.1]

Step 2.2:
SECURE_REGISTER_LISTENER = (IPC,TCP)                
SECURE_REGISTER_LISTENER_SCAN1 = (IPC,TCPS)
SECURE_REGISTER_LISTENER_SCAN2 = (IPC,TCPS)
SECURE_REGISTER_LISTENER_SCAN3 = (IPC,TCPS)

While scan listeners are secured with IPC and TCPS, why ASM Listener has IPC,TCP restrictions?

Please explain.
