CTO cost rollup is not happening for Star items

Hi

I am working on issue where Cost roll up is not happening for star items.This problem occurs intermittently.

Star item is created via configurator.

According to standard Oracle functionality CTO cost roll up takes place once sales order line of corresponding Star item is made in progress.

Checked work floew of such problem star items but found that it is completed normal.

Asked user to run CTO cost roll up request manually as workaround.

Please guid me in finding the root cause of problem and analysing the issue.
