Row Exit to WO Header from P31225 in JDE 9.0

We are currently testing during our upgrade from JDE XE to JDE 9.0 (tools release 9.1).  While in P31225, I am selecting the Row Exit to WO Header.  In XE it is taking me to P48013 (enter/change work order), while the same Row Exit in 9.0 is taking me to P3109 (enter/change rate schedule).  Is there some setup that determines where this row exit takes me?
