Runing ADDM report got ORA-13707

When we execute addmrpt.sql script, we're getting the error ORA-13707.
We have an 2 node Linux 11.2.0.3 RAC database.

Timed_statistics=true
control_management_pack_access=DIAGNOSTIC.

How can we solve that ?
