Job Step Progression doesn't handle overtime pay rate properly

Hi,  Anybody here is familiar with JDE job step progression function?

We are trying to implement this function, and encounter some issue as follows:

Pay Type for overtime pay, to be specific - Holiday overtime pay (1.5 times of regular rate) doesn't work correctly.

If the step progression happens on a certain pay period, in which there is stat holiday, (when employee works on holiday, they got stat holiday overtime pay), the step progression doesn't work with the pay type multiplier very well.

The overtime pay shows the regular pay rate on R071911 - Step Progression TImecards Review Report.

(Workers Compensation Insurnce Basis Table is setup properly with those Stat Holiday Pay Type).
