Quotation is not maked from RFQ ...

 dear friends  i am involve in a kind of isssue ... i am doing tendor doucment and in which i am not giving the Suppliers in the RFQ because still i dont know how many bids have been sold and i will give the supplier once the tendor date has been finished and i comes to know how many supplier have send their quotation ... now while i am try to creat the quotation from RFQ using tool => Copy Document , so the copy docuemnt field is freezed and not opening .. i just dont understand why this is
