Post patch 9239095 to rel 12.1.3 upgrade from 11.5.2.10

Applying patch 9239095 (HELP Files) after completing 12.1.3 upgrade - I get an error ;

Not Possible to spawn any processes on on the database
.Databse has reached it limit with respect to maximum processes

The Server is 2-core (64 threads) - for a total of 128 CPU.   The patch fails almost immediately - it doesn't even provide the opportunity to input the total number of workers.  I typically use 32 workers on this server..   I've increased processes (and sessions) from 800 to 1000, 2000 and even 3000 - and i continue to receive the error. 

Any input, suggestions, recommendations - solutions to resolve this ?
