US PAY: SQWL (Enhanced) parameter issue

When using RTD2 to run State Quarterly Wage Listing (Enhanced), there is no list of values found for the Format parameter.  Typically the format choices are EFW2 or MMREF-1, but in this instance, there is nothing to choose from.
