Sequence of automatic pricing modifier vs freight & Special Charges modifier

We have started to use Advanced Pricing in OM.  When entering a sales order the system chooses the appropriate Price List that qualifies and then it looks for and applies modifers that qualify.  This has been working well.  Now the business wants to start using automatic charges.  I have created a Freight & Special Charges modifier that applies on the sales order line.  I created a new custom pricing attribute for Unit selling price and created a formula that fetches the line unit selling price and multiples by a constant (.02).  This automatic charges works fine as long as there
