migrating items to oracle using oracle open interface getting error

The Item Import Program (INCOIN) fails with error message : "The TEMPLATE_ID or TEMPLATE_NAME specified is not a valid template."
The Template is valid. This issue occurs only when Item is associated to an Item Catalog Category in Product Lifecycle Management (PLM) and the catalog group id is not NULL in MTL_SYSTEM_ITEMS_INTERFACE MSII during Item Upload in Create Mode.
