No responsibility appears after changing base language to French on an EBS R12.1.1 vision installati

Hi I have installed Oracle E-Business Suite R12.1.1 with vision on OEL 5.6. After the installation, since we use French as a language, I went to Licence manager and changed the base language to French. Suddently, all the resposibilities disappeared and the Licence manager doesn't show any languages any more. Is there a way to revert back the changes, and leave the US english as the base language?
