Migration of workflow rules

I am new to CRMOD and have been tasked with the process of migrating environments from our CTE environment to Prod and vice versa.    Is it not possible to migrate workflow rules?  I can find no documentation in the WebServices nor Admin docs.  I was also hoping the migration tool would offer a way to do this.
