After Upgrade from 11i to 12.1.3, Unable to create Invoice in Receivables

We upgraded from 11.5.10.2 to R12.1.3 recently. I am unable to create an Invoice in Receivables. We are using Vertex for Tax calculation. We are not using Oracle E-Bus Tax.
1. Go to Transactions -> Transactions
2. Choose the Transaction Source, Transaction class, Transaction Type, Enter Customer's Bill-To Site
3. Click on Line Items
4. The System gives the below error message

"The system cannot determine geographical information for this location and cannot derive a tax jurisdiction. Please Contact your system administrator"
