Error Preview in BI Publisher Template Build for WORD after adding <?start:body?> and <?end body?> t

I have designed an Invoice rtf template using BI Publisher for WORD 10.1.3.4.2. The invoice has some double-byte Chinese on it. It works perfect.

Since we might have invoice has a lot of detail lines so the invoice will flow to second page, so to make sure the customer address print on every page, I add tags
<?start:body?>
<?end body?>
to my rtf template, now when I preview, I get an error.

I also have another invoice rtf template, this one is all English, I did exactly same thing adding start body and end body tag, it works perfectly.

Anybody has any idea why the Chinese Invoice template error while trying to preview it?
