CHANGE BACKUPSET (INC-LEVEL-0) KEEP UNTIL TIME ... LOGS keeps logs and INCREMENTAL level 1 backups.

I want to keep an incremental level 0 backup with its archivelogs. But when doing a CHANGE BACKUPSET (INC-LEVEL-0) KEEP UNTIL TIME XXX LOGS keeps logs and incremental level 1 backups, which has no sense.. Is that normal? Am I doing something wrong, any suggestion to bypass that limitation?
