Click Through Destination URL not working when creating Marketing collateral

When trying to create a Click Through Destination URL on Marketing Collateral I get the following error when trying to launch the URL after it is saved.
When clicking on the newly created CTD, the following error is recieved.
Customer id / Source code not merged. Please contact system administrator
Viewing the text of the collateral shows that the URL is not getting saved as it is entered, here is what is being saved:

I have tried numerous combination of delimiter settings for JTO: Merge Delimiter: Right: Encrypted and Left. We are not using Marketing Approvals and there is no person set with this.
