Mouse Over of Tool Tip

Good Afternoon,

I would like to know if anyone know how to implement a mouse over (insturctions over the title fields to explain what is needed in that area when the mouse hoovers over it)?   Of if you have some tools tips that on regularly avaialbe witin the fields on the requisitions and/or offer gird that may also accommodate links to other windows or sites for information purposes.
