Oracle Applications Adapter in JDeveloper: Is Oracle SOA a prerequisite?

Dear,

Our client would like to build some web services on top of Oracle eBS.

They have eBS 11i, a separate Oracle Application Server 10.3.1, JDeveloper 10 but no Oracle SOA.

 

Can we use the Oracle Applications Adapter in JDeveloper without Oracle SOA (i.e. also without defining a BPEL process) to expose a web service to the outside world?
