EBS instances 11.5.10.2 : Note:238276.1 : NLS manifest file questions

We have EBS instances (11.5.10.2) on HP-UX and are migrating to AIX. We have 4 NLS langauges(D, I, PT & F). Our architcture is as followNode1-DB & conc
Node2-Web
File systems : Non shared
As part of migration (Note:238276.1) we created manifest file in source for US and uploaded into https://updates.oracle.com/PlatformMigration. It created patch for US.
1)Do we need  manifest patch for NLS too?
2)If so do we need to upload 2 manifest files (one from conc tier and another from web tier) for each NLS?
