How prevent a journal preparer from posting his own journal without using Journal Approval

Hi

Our client does not want to use journal approval however they want to prevent the preparer of a journal from posting it himself. Is there a profile option that controls this or does anyone have any ideas on how to do this? Appreciate your help.
