Creating a Natural Time Fence

We are trying to setup our planning environment to create a Natural Time Fence based on the latest due Internal Req, Intransit, or Purchase Order.  We have set the following profiles:
MRP:Create Time Fence - Yes
MRP: Firm Planned Order Time Fence - Yes
MSC:Firm Requisitons within Time Fence - yes
MSC: Firm Intransit and PO in Receiving Supplies - yes
MSO: Firm Purchase Orders within time fence
MSO: Net all firm supplies before creating Planned Orders -
PO:  Default PO Promised date from Need By date - yes
MRP: Derive PO Supply date from Need By Date
