page input/sec 350, what are root causes for paging when memory usage is only 25%

Hi,

we are running Oracle 10.2.0.4 EE on Windows server 2008 SP1. I have found paging problem using Windows Performance Monitor tool. page input/sec 350 after running tool for 5 hours today, what are root causes for pagig when memory usage is only 25%. I have noticed that cached momory is 20G but free memory is only 10M-30M. Our memory is 32G. There are four Oracle instances running on this box.
